Keynote Speaker: Angel Alvarado Rangel

Angel Alvarado Rangel is a Senior Fellow in the Department of Economics at the University of Pennsylvania and a member of the Penn initiative for the Study of Markets (PISM), as well as the founder of the Venezuelan Finance Observatory. He earned his Ph.D. in Economics from Andres Bello Catholic University, and his research focuses on informal empires in Latin America, mercantilism, fiscal rules in fragile states, petrostates, and Latin American economic history. He previously served in several senior roles in the Sucre Municipality of East Caracas, including Chief of Staff and General Secretary of Public Safety, where he implemented the groundbreaking HotSpots program that reduced violence by 42.5% through spatial crime analysis. In 2015, he was elected Congressman to Venezuela’s IV National Assembly representing Petare, the largest favela in South America, receiving the highest historical vote in his circuit and serving as economic spokesperson on the Permanent Commission on Finance and Economic Development.
